POLICY

HUMAN RESOURCE MANAGEMENT POLICY

Prologue:

This Institution is established to educate and empower women. This Institution strives for quality and transparency. The management will oversee the growth and progress of the institution.

Governing council:

The Governing council consists of Chairman, Secretary, Directress, Administrative officer, Principal, Vice–Principal, three senior faculty members and one university Nominee. The Governing council to Maneuver our college in respect of the program of studies, ratification of the appointments, discipline, legal matters and carrying out of the educational policy.

Academic council:

The Academic council consists of Principal, all departments HOD’s, Industrial expert, Academic expert and University nominee. Academic council meets once a year to discuss on the academic matters. Academic council takes the responsibility for additional courses of all kind of programmes to improve the students knowledge.

HOD council:

The HOD council furnishes guidance for academic, co-curricular and extra- curricular activities. The council meets frequently which is headed by the Principal and is responsible for academic programmes at college level.

Recruitment Council:

  • The Governing Council acts as a recruitment council.
  • Advertisement will be made in the leading dailies, indicating the posts.
  • The Governing Council will interview and hence forth select the staff members. If a person is selected he/she will be given appointment only when their original certificates are verified by the Principal.
  • The Teaching staffs selected are in the accordance of guidelines set by UGC.
  • The Non- teaching staff is selected in accordance to the rules set by the governing council.
  • He/ She is considered as an employee of the college after receiving the appointment letter duly signed by the Chairman.
  • If the particulars given in the application are found false, the appointment will be declared invalid.
  • Change of address and phone number must be intimated in the office for Communication purpose.
  • Salary shall be paid by the first week of every month, to deduct appropriate charges for advances and staff member’s contributions towards provident fund and other deductions.
  • The employee shall be eligible for the annual increment as per their performance and appraisal report.

STAKEHOLDER’S POLICY

1. Chairman, Secretary and Directress:

  • They will be the authoritative persons to carry out the decisions of the Governing council concerning appointments, terminations or any other legal step for all the staff members.
  • They will be an endorsed signatory on behalf of the Governing council and may issue all letters which are authorized by the Governing council.
  • They will take decisions for the regular functioning of the college.
  • They will arrange the meetings of the governing council and shall arrange the time and agenda for such meeting.

2. Principal:

  • The Principal is appointed by the Governing council, and shall perform his work in the full concurrence with the governing council.
  • His/her crucial duty is to keep check on all the academic and non-academic activities of the college so that they are carried out to the satisfaction of the stake holders.
  • He/She shall keep up a correspondence with the affiliating University on academic and non-academic matters.
  • He/She will be responsible for all appointments, promotions and detention of the Employee’s subsequent consultation with college Governing Council.
  • He/She shall keep in touch with educational authorities.
  • He/She shall convene and preside over Academic Staff, Academic Council, and Internal Quality Assurance Cell (IQAC) meetings.
  • He/She will be responsible for the appointments of the committee members like the Academic council, Disciplinary Committee, Admission Committee, Training and Placement cell, Internal Complaint Committee etc.

3. Vice Principal:

  • The Vice-Principal will coordinate with the Principal and is responsible for the general discipline of students, academic activities of the college on a regular basis.
  • She shall take note of the timekeeping and the way of teaching of the faculty members.
  • She shall support all the work and practices of the college carried out by the principal.
  • She shall follow up the programmes planned in the Academic Calendar.
  • She will be responsible for all disciplinary actions.

4. Head of the Department:

  • The HOD is the bond between the Principal and the department.
  • He/She Prepares and Monitors workload, subject allocation, timetable, action plan.
  • He/She has to ensure discipline and attendance status of the students, mentoring/counseling for students.
  • He/She will conduct parents meeting besides facilitate the scholarship for the right candidates as recommended by the class in-charge.

5. Faculty:

  • They should examine the attendance and discipline of the students.
  • They ensure that the classes taken are clearly understood and made use by the students.
  • He/She should serve as a mentor for Teaching and Learning Evaluation Process.

6. Examination Committee:

  • Responsible for Internal Exams, University Examinations and other Exams which are conducted in the college.
  • They should maintain the Examination attendance details of the students.
  • Appoint External Examiners for the Practical and Theory Examinations and Invigilators as required.
  • They should forward Theory and Practical answer scripts to the University.
  • They disburse claim to Internal and External Examiners.

7. Placement Cell:

  • Conduct Placement& Training related programmes for all the students for improve their career capabilities.
  • They should find and enter MOUs with various agencies.

8. IQAC Cell:

  • IQAC should maintain data and documents with respect to all the activities of regulatory bodies, feedback system for faculty, students and accomplish best practices for student’s employment.
  • IQAC should conduct the academic audit for all the departments at every year by inviting experts from reputed institutions, universities once in a year.
  • Regular meetings of Internal Quality Assurance Cell (IQAC) to be organized.
  • Monitor the use of ICT enabled tools in teaching.
  • Submit Annual returns to NAAC and Apply for other Ranking like NIRF and to other statutory bodies.
  • It conducts various life skills course, value added course, certificate course for improving the employability of the students.

9. Librarian:

  • The Librarian should keep track of the ordering of books based on the syllabus, students and staff requirement.
  • They should follow up All Department libraries and records.
  • They shall carry out the yearly stock verification.
  • They should keep track of the movement of books in digital format.

10. Office Staff:

  • The Accountant is responsible for Financial and Human Resource Management.
  • The Office Superintendent keeps all the records of staff and students and monitors the communication from UGC, University, Government and other officials.
  • Clerical staff has the responsibility of taking care of all the documentation, correspondence and public relation related activities.
  • Their duty is to bound both inside and outside of the college. Any violation in this matter shall call for the dismissal of the concerned person.

11. Support Staff:

  • Support Staff include attendants, drivers, cooks, gardeners, peons, sweepers and other maintenance personnel. They form the essential part of the college and contribute towards the efficiency of the college work by their regular and valuable service.

RESOURCE MOBILIZATION POLICY

The Governing Council has full responsibility for development, implementing, managing and assessing all programs and activities related to fund raising for departments, committees, cells and extension program.

Those who are involved in fund raising activity on behalf of the college should get prior permission from the governing council.

Procedures:

  • The Governing council has coordinated in the fund raising communications, activities, events and programmes for the purpose of raising funds from individuals.
  • The Governing council gets financial support from donors for the faculty members, student representatives and to all the committees.
  • If permission is granted to conduct the fundraising activity and that activity involves enrichment of any facility in the campus or to any college owned property, the event organizers must also seek approval from the Governing council.
  • Any kindness for the use of a third party in the fund raising activity, the concerned authority should get the precise prior approval of the Governing Council.
  • In all cases funds must be collected only through a cheque /demand draft in favour of the Padmavani Arts and Science College for Women or by online transfer to the official account for this purpose with principal as one signing authority.

STAFF WELFARE POLICY

Our institution gives valuable welfare policy. Our institution recognizes all its employees as the most valuable resource and provides a caring and supportive work environment to all staff members. However, members of the staff are expected to contribute and participate efficiently in achieving the college vision and mission. This policy highlights the benefits provided to the staff.

Existing welfare policy for teaching and non-teaching staff are listed below

EPF (Employee Provident Fund):

As per the existing norms of the government, an employee provident fund is implemented for the teaching and non – teaching staff.

LEAVE FOR STAFF MEMBERS CASUAL LEAVE/ PERMISSION

Our institution provides sufficient casual leave for both teaching and non-teaching staff for various reasons. As per the norms, annually twelve working days as casual leave and two permissions per month are allowed.

MATERNITY LEAVE

The working women are considered and granted to take maternity leave based on their physical condition.

MEDICAL LEAVE

The Stakeholders are allowed to take medical leave. In order to help them, our institution supports them with medical allowances

ON-DUTY

  • Our institution permits On Duty to any staff members to take special assignments with other institutions or industrial visits for any official purpose like Valuation, External Examiner, etc.,
  • On Duty may also be granted to attend Conferences, FDP’s,
  • Seminars, Workshops, pursuing their higher studies. They should submit proof of application.

SUMMER VACATION

A month-long summer vacation shall be given to the entire teaching staff and non-teaching staff on a rotation basis.

SCHOLARSHIP POLICY

The following Scholarship policies are implemented by our management for the benefit of the eligible students.

Aim

To provide at least graduate education for the economically weaker background women students for their carrier development.

Objectives

  • To identify and reduce the tuition fee for eligible students.
  • To make students mentally strong by helping them economically to pursue their studies.
  • To be in line with the vision & mission of the institute which mainly focuses on women empowerment where an economical background is the main obstacle among student minds which shall be overcome through this scholarship policy.

I. Sports Quota Fee Concession:

  • If students have participated in State/National/International level competition during their school studies, fee concession will be provided after verification of sports certificate.
  • One Year Tuition Fee Concession for Students with Sports Background: One-year fee concession will be provided for students who have participation certificates in Zonal/District/ Divisional levels.
  • 100% Tuition Fee Concession for Students with Sports Background: 100% tuition fee concession will be provided to the students who have participation certificates at the National/ International level.

II. Tuition fee concession for the previously graduated students from the college:

10% fee concession will be provided to the students who have completed their undergraduate programme in our institution

III. Tuition fee concession for economically weaker section students:

The students who belong to the economically weaker section are eligible to get a 10% fee concession for every semester.

IV. 50% Tuition fee concession for a top scorer (Above 80% of Marks)

50% fee concession for Ist semester will be provided to the students who have scored above 80% of marks in higher secondary examinations.

V.100% Tuition fee concession for a top scorer (Above 90% of Marks)

100% fee concession for Ist semester will be provided to the students who have scored above 90% of marks in higher secondary examinations.

VI. Ex-Servicemen Daughters fee concession:

50% fee concession will be given to daughters of ex-servicemen for all semesters.

VII. Fee concession for orphan students

50% fee concession will be provided for all semesters to orphan students and students who have single parents

VIII. Fee concession for kids of Padmavani Institution Employee.

20% fee concession will be provided to kids of Padmavani employees. (Scavengers, sweepers, drivers, and faculty (Teaching and non-teaching staff members).

IX. Fee concession for physically and visually challenged students

50% fee concession will be provided for all semesters to physically and visually challenged students.

X. Fee concession for NCC students

20% fee concession for the students who have enrolled under NCC in school and in college as well.

Fee Concession for University Rank holders / Gold medalist

50% fee concession will be provided during all semesters to University rank holders and Gold medalists.

Fee concession for COVID-19 pandemic circumstances

100% fee concession will be provided for the students who have lost their parents (Mother or Father/both) due to COVID infection.

50% fee concession for the first semester will be provided to all PG students who graduated from Padmavani College.

INSTITUTIONAL GREEN POLICY

The institution retaining a green and healthy environment that is located periphery of the city. Essentials efforts are taken to conserve carbon dioxide neutrality by planting more trees and plants of different varieties to cherish an eco-friendly green campus. It is a beautifully landscaped environment by its ambiance shall capture the interest of the students and visitors.

Some of the measures taken for a clean and eco-friendly environment are:

  • a. Mode of transport: Students are recommended to use bicycles by means of transportation to College. Separate parking space is provided for bicycles. Common transportation facilities are given to the students.
  • b. Plastic-free campus: Usage of plastic is prohibited inside the campus
  • c. Carbon neutrality: Carbon offsetting office enhanced to prevent carbon emissions from the printer
  • d. Rainwater harvesting: Recharge wells are installed for proper rainwater accretion
  • e. Green Cover Management: The college establishes and promotes green activities that will support a greater extend of green coverage and improving environmental awareness.
  • f. Carbon Management: The College will assure the minimizing of greenhouse gas emissions and implement a carbon management strategy and utilize energy capably
  • g. Energy Management: The College will ensure the consumption of low energy by installing LED bulbs and super fans and is supplied with solar energy.
  • h. Water Management: The College ensures resourceful and environmentally responsible for the importance of water The harvested rainwater is recycled and used for maintaining a green campus.
  • i. Waste Recycling and Reduction: Based on reducing, reuse, and recycle principles, the College makes sustainable resource management practices. Needed steps will be taken to diminish the impacts on the environment through proper disposal of wastes such as plastics and e-waste materials. Indeed, the campus has been already implemented to use eco-friendly cups/plates and glasses in the Cafeteria.
  • j. Training and Awareness Programs: The College ensures that various types of awareness and training programs on environmental-related issues are conducted to understand the nature of the environment, to create awareness among students, teaching and non-teaching faculty of the college, and the neighboring community.

POLICY FOR INCLUSION OF PEOPLE WITH DISABILITIES ON CAMPUS SCOPE

To sustain values of adore, empathy, equality, and justice through eliminating social exclusion and encouraging the students to be aware of the problems of the needy sections of humanity. The policy mainly focuses on providing equal access to opportunities with disabilities by virtue of their inherent dignity.

OBJECTIVES

The intention of the policy is to ensure that Padmavani Arts and Science College for Women become an accessible-friendly institution that is chosen by people with physical disabilities by constructing disabled-friendly infrastructure, specially designed equipment, a wide range of support amenities, and a pleasurable atmosphere that can help them to extend their knowledge and accomplish their intention.

POLICY INCLUSION AND ANTI-DISCRIMINATION

  • UGC guidelines followed for students with disabilities
  • Seeking admission against students from all social milieus and their empowerment through intensive mentoring and counseling.
  • Stringent accomplishment of admission policies for people with disabilities tagged in accordance with guidelines updated by the UGC.
  • Unbiased and prudent study environment are afforded for the disabled students in continuation of sharpening their interpersonal attributes as well as empowering their life skills.
  • Person with disabilities in Teaching, Non-Teaching vacancies and students may be made under Divyangjan (Persons with Disability) category and this roaster may be updated as per the University which has been followed by the college.
  • Barrier-Free environments are made for people with disabilities to facilitate and progress securely for higher education.

INFRASTRUCTURE SUPPORT

  • The basic substantial and organizational structures along with amenities needed for the people with disabilities are more accessible and updated.
  • Easy access ramp and railings are endowed for the differently-abled students.
  • The main entrances and way out signs are readily perceptible, open handed and it can be accessed by wheelchair users.
  • Accessible washrooms enable for the people with disabilities and they are clearly identifiable and adaptable.
  • The college provides and allows the students to take the help of scribes in the examination.
  • The institution helps the disabled students for their development of language and other skills.
  • Perceptible pathways and supports are provided for the disabled.
  • Provision of wheelchairs, disabled-friendly sign post, sports and wellness facilities affords the needs of students with disabilities.

SENSITIZATION AND AWARENESS

  • Organisation of awareness, sensitization programmes and events for able-bodied staff and students creates the College as a safe space for people with disabilities.
  • Organisation of intellectual and cultural activities, workshops, seminar, on the job training, short-term courses and certificate courses are especially designed to gratify the needs of students with disabilities.
  • For the disabled-friendly teaching practices, faculties are well trained with alternate roles for teaching, presenting, assessing and screening within and outside the classroom.
  • More opportunities for students with disabilities are created through collaborations with external agencies and organizations in support of gaining knowledge, vocational training, and counseling meant for further prop up.
  • Counseling facilities cater the people with disabilities.
  • Conducting counteractive classes for students with disabilities.

Infrastructure Progress and Maintenance Policy

Preface:

The stakeholders of the institution and all academic alliances are immeasurably awed by the facilities which are provided and well maintained in a peaceful charming look. The teaching and learning process foster and endow with green, serene and efficient liveliness of the environmental landscape. Padmavani Arts and Science collage maintains campus as a lush green and dirt free campus. In order to govern the campus facilities and its maintenance, a well planned policy is necessary. For such purpose this ‘Infrastructure progress and maintenance policy is to be constructed and deployed.

Scope:

A well conserved and dirt free campus provides a prospect to obtain a guide in review about its ecological culture, input to an affirmative image of campus and imitate the key values of the institution. Eventually, it encourages the institution in directing a humanity category standard. Moreover, inventive values, also ensures continuous performance towards a Greener campus.

  • To provide dirt free, greenery and naught giving out.
  • To attain Constant Progress in every endeavor.

Policy description:

The Institution keeps up regular program for maintenance of bus, laboratory, buildings, roads, electrical and water amenities of campus. A tactical plan obtained to keep the flower-patterned and faunal species which provide nil carbon- di- oxide (C02) inside the campus.

Efficient water managing is done through recycling, wells, rain water harvest and drip irrigation is carried out. Solid waste management system is ensured through biogas. An organized maintenance and excellence in operating measures are taken up to afford safe and secure operation of all equipment and learning facilities.

Responsibility:

Executive officer of the Institution takes care of the maintenance of infrastructure such as buildings, water facilities and electricity. Moreover, takes responsibility of maintenance of departments, class rooms, seminar halJs, yoga centre, and gym, indoor and outdoor playgrounds. For above purpose an annual budget is prepared.

A Committee has been formed with coordinator and Supervisor for campus maintenance for clean-up and maintenance of campus buildings, play grounds and general facilities with supporting staff. Minor repairing and services at various building are also carried out as per the institution standard.

Implementation

Infrastructure Progress and maintenance policy will be implemented through a specially formed committee with the support of stake holders.

Approval and Review

Infrastructure Progress and maintenance policy will be appraised once in two years or whenever it’s required. The Principal will be the caretaker of the policy.
